The river that stopped, 2021–2023

Ask anyone who works the water in Córdoba province about the drought years, and they won't point to one bad summer — they'll draw a timeline that runs from 2021 to 2023, each year worse than expected. Between October and November 2021, the Guadalquivir stopped flowing through the city entirely. The gauge at the Casillas weir, downstream of the historic mills, measured the channel at minus 30 centimetres, a reading that meant nothing was moving downstream at all: not a slow trickle, but a dead stop[2].
The following year proved that first crisis wasn't a one-off. Through autumn 2022, the channels ran completely dry again, and it took the rains of December 2022 to break that second dry spell[8].
Then came the worst reading yet. By around March 2023, roughly a year and a half after the Casillas gauge first flatlined, the exposed riverbed through Córdoba had thinned to as little as seven centimetres in places, and the stagnant, shallow pools that remained bloomed with phytoplankton, turning the water an unfamiliar colour between the Miraflores and El Arenal bridges[2].
By spring 2023, the tributaries that normally top up the main channel were practically dry too, with only the Genil still contributing meaningfully; even the river's legally protected minimum flow, the caudal ecológico, was barely being maintained. The basin's release committee, the Comisión de Desembalse, moved to save the Guadalquivir Valley's orange, lemon and almond orchards, bringing irrigation forward and releasing 385 hm³ of water out of the roughly 1,966 hm³ then left across the whole basin[4]. That release nudged the Guadalquivir back into motion at about two cubic metres a second through Córdoba province: a modest flow, but enough to hold the legal ecological minimum and keep the channel wet through the worst of the drought[4].

The 2026 rebound, in numbers

Fast-forward to late summer 2026, and the same instruments tell a very different story. The Guadalquivir basin's reservoirs sat at 87.8% of capacity as of the Ministry for Ecological Transition's 12 May 2026 report, one of the best hydrological moments the basin had seen in a decade[1]. Córdoba province specifically was holding 77.64% of its own reservoir capacity by the same date, the fourth-highest share of any Andalusian province[5].

The recovery isn't just a Córdoba story. Iznájar, the largest reservoir feeding the system via the river Genil, went from about 29% full in mid-2025 to roughly 85% full by early July 2026, a near-tripling in twelve months[6]. Nationally, Spain's reservoirs were sitting around 77% of capacity that same July, well above both the ten-year average and the year before — the kind of reversal that made 2026 the best water year the basin had seen in a decade. None of that swing is visible from a single glance off the Calahorra Tower's rooftop; the numbers only mean something set against the years when the riverbed stood exposed and stagnant below it.

Why the swing happened

Meteorologists point to a run of causes rather than one lucky storm. Storms chained in from the Atlantic and Cantabrian coasts from late 2025 onward, and in February 2026 Spain recorded its biggest single-week rise in stored reservoir water since national hydrological records began[7].
Part of the jump is a rebound effect. After years of drought-hardened ground, the soil had stopped absorbing rain long before this wet spell arrived; once it saturated fully, the water that fell had nowhere to go but straight into the rivers and reservoirs, instead of soaking away as it would in a normal year. A geographic quirk added to the total: this year's storm tracks favoured the Atlantic and Cantabrian coasts specifically, so the Guadalquivir filled fast while several Mediterranean-draining basins further east stayed comparatively dry, a reminder that "recovered" in 2026 was never going to mean the same thing everywhere in Spain.

A basin built to bend, not break

The reason a single wet year can swing the Guadalquivir's numbers this hard is structural, not seasonal. The basin is the most heavily regulated in the entire Iberian Peninsula, with 63 reservoirs built to hold more than 8,000 cubic hectometres of water between them[9]. Most of what those reservoirs store is earmarked for irrigation rather than drinking water or the river itself, a system that roughly 4.5 million people across the whole basin depend on, directly or indirectly, whenever a dry year forces hard choices about who gets water and when[9]. The same river carves an even tighter loop further along its course, around the town of Montoro, protected since 2011 as the Meandro de Montoro Natural Monument.
Nowhere was that exposure more visible at ground level than at Córdoba's historic river mills. When the channel thinned to a few centimetres through 2022 and 2023, the weirs and millraces that had directed water to the Albolafia and its neighbours for the better part of a thousand years stood almost entirely dry, a level of exposure the mills hadn't seen in living memory. Recovered doesn't mean safe

Zoom into Córdoba province specifically and the picture gets more textured than a single basin-wide percentage suggests. The four reference reservoirs of the Alto Guadalquivir, Yeguas, Arenoso, Guadalmellato and Martín Gonzalo, held about 437.6 hm³ combined on 26 August 2026, down from 471.3 hm³ at the start of summer, a normal seasonal drawdown as irrigation draws on what's stored. Martín Gonzalo alone was still holding just over 70% of its capacity, though the dam remains affected by structural cracks and water loss that have nothing to do with this year's rainfall, a reminder that a healthy percentage on a chart doesn't always mean healthy infrastructure underneath it[10].
The riverside path past the Roman Bridge and the old mills, the same stretch the 2021 drought hit hardest, is worth the walk regardless of what any single year's reservoir chart says. What's worth carrying away from the numbers is that this year's reading is a snapshot, not a guarantee. The same basin that filled back up within months in 2026 had emptied out just as fast three years before, and the officials who manage it say plainly that the water management model can't be built around one exceptional year. If the hydrological year starting this October turns dry, the swing back could show up in the data within months.
